Phillip has responsibility for development of all new business initiatives within Mapeley.
As an advisor to Government for many years he has been at the forefront of developing both Public/Private partnerships and the Private Finance
Initiative. In particular he has specialised in raising private finance for the public sector and reengineering of service delivery to achieve defined
service levels, whilst reducing costs.
Phillip has been active on proposals to Central Government, Local Government and major corporates, which offer innovative combined property, service
and Finance solutions, each built around raising capital without increasing annual revenue costs.
Phillip believes passionately in combining the differing cultures of the public and private sectors to create an accountable, commercial solution based
on non-adversarial relationships.
