STRATEGIC TRANSFER OF THE ESTATE TO THE PRIVATE SECTOR (STEPS) - NOTIFICATION OF SHORTLIST FOR INVITATION TO NEGOTIATE STAGE
The following consortia have been invited to go forward to the invitation to negotiate stage of the STEPS project.
Mapeley Limited - main constituents of this consortium are: Fortress Investment Corporation, Soros Real Estate Partners, Bank of America, Halifax, DTZ Debenham Thorpe, Grubb & Ellis Management Services, Dalkia/Symonds, EC Harris, Delancey Estates.
Servus - main constituents of this consortium are: Nomura International, National Westminster Bank, Serco, Grosvenor Estates Holdings, London & Regional Properties, Jones Lang LaSalle, Healey & Baker.
Trillium - main constituents of this consortium are: Whitehall Street Real Estate Limited Partnership, MyChand Central Limited Partnership, Archon Group, Drake & Skull, George S Hall, MITIE, ISS, Sutcliffe Catering, Chubb, Regus.
The invitation to negotiate stage is designed to establish the preferred bidder. The aim is to announce the preferred bidder in July 2000, award the contract in late 2000 with a contract start date of April 2001.
NOTES FOR EDITORS
The STEPS project is an example of closer working between the Inland Revenue and Customs and Excise. It was announced in a Press Release on 19 August 1998. Under STEPS, the ownership and management of their respective estates is expected to be transferred to a private sector partner who would be required, under the terms of the contract, to provide the Departments with serviced accommodation.
The start of the procurement process was announced in a Press Release on 30 March 1999. The exercise has been notified in the Official Journal of the European Community.
