The Problem
The Government's document, "Framework for the Future", has placed upon Local Authorities the responsibility for implementing its strategy for the development of public libraries. This stipulates three main objectives:

  • The promotion of reading and informal learning
  • Access to digital skills and services - including e-Government
  • Measures to tackle social exclusion, build community identity and the development of citizenship

These represent a considerable challenge to Local Authorities, especially given their limited financial resources and growing financial commitments.

The Solution
Mapeley is proposing the formation of a Joint Venture Partnership with Local Authorities for the management of Library property assets to release capital for the implementation of the Government�s vision for Libraries over the next 10 years. Mapeley believe they can help transform libraries into the �High Street University for the Whole Life Learning Experience�.
