SELECTION OF PREFERRED TENDERER
The Inland Revenue, including the Valuation Office Agency, and Customs and Excise have announced the selection of Mapeley Limited as the preferred Tenderer for the STEPS contract.
The main constituents of the Consortium are:
Fortress Investment Corporation, Soros Real Estate Partners, Bank of America, Halifax, DTZ Debenham Thorpe, Grubb & Ellis Management Services, EC Harris, Delancey Estates, Morgan Stanley & Co Ltd, Electronic Data Systems Ltd (EDS), Aqumen Group plc, McLellan International Ltd, Sulzer-Infra CBX.
Further negotiations will now be taken forward with Mapeley Limited.
DETAILS
1. The combined estate consists of about 600 buildings, totalling about 1.5 million square metres spread throughout the UK.
2. Under STEPS, the ownership and management of the estate would transfer to the successful Tenderer who would be required, under the terms of the 20 year contract, to provide the Departments with serviced accommodation.

1. The STEPS project is an example of closer working between the Inland Revenue and Customs and Excise. It was announced in a Press Release on 19 August 1998.
2. The start of the procurement process was announced in a Press Release on 30 March 1999. The exercise was notified in the Official Journal of the European Community (OJEC).
3. Three consortia - Mapeley, Servus and Trillium - were invited to submit Invitations to Negotiate by 26 April 2000.
